The Auditor-General South Africa(AGSA) is the Supreme Audit Institution of South Africa and is responsible for auditing all public sector entities except those he opts not to audit in line with stipulations in Public Audit Act. The AGSA issues memos, circulars and guidelines that should be applied in such audits.

The AGSA contracts registered firms via a tender process, to perform audit work on its behalf. SAICA, on behalf of the registered firms, negotiate the charge out rates which are announced through a circular.
